When Love Comes è ambientato in un contesto urbano vibrante in cui sostanze illegali stimolano la creatività e dove il sesso è sempre disponibile ma l'amore è sfuggente. Katie, che alla fine degli anni '70 era stata al primo posto della classifica americana per una settimana, torna in Nuova Zelanda da Los Angeles, trovando rifugio presso Stephen. Stephen suona i vecchi successi di Katie per il divertimento del suo giovane amico Mark, il cui talento si alimenta di alcool e droghe e le cui canzoni vengono cantate da Sally - chitarrista - e Fig - batterista: l'una ambiziosa, l'altra tranquilla (finché c'è della birra in frigo).
